According to the criminal complaint:

On April 17, a woman reported to police that she was jogging through Library Park when she saw a man sitting on a bench with his pants unzipped and open.

With the zipper being open, the woman said she could see skin. After noticing his pants were unzipped, the woman reported that the man looked at her and smiled.

The same woman told police that the week before has she was jogging through Library Park she saw the same man sitting on a bench with his pants unzipped and his genitals exposed.

At that time, she said other people were walking around in the park and she thought it was a prank.

On April 17, when police responded to the park, the woman identified the man and Valdez Becerra was arrested.

The judge ordered a $1,000 cash bond, which was posted April 19. A condition of Valdez Becerra's bond is not to go to or be in "the park along the Lake Geneva lakeshore."
