Sex offender allegedly had child pornography

A registered sex offender is accused of downloading child pornography on a file sharing website.

Francis J. Coyle, 58, of East Troy, faces two counts of possession of child pornography.

If convicted of both counts, Coyle faces up to 50 years imprisonment and $200,000 in fines.

Each charge also carries a mandatory minimum sentence of three years of initial confinement.

According to the criminal complaint:

A Walworth County Sheriff's Detective was investigating the BitTorrent network for offenders sharing child pornography.

BitTorrent is a program that allows users to share large files. Using a computer running investigative BitTorrent software, he directly communicated with the device of a specific IP address, and downloaded 26 image files.

The detective said the images he downloaded from the specific IP address were child pornography. The detective filed a subpoenae with Time Warner Cable Internet, and he received a response that the IP address was registered to Coyle.

When the detective interviewed Coyle, Coyle told the detective that he used the BitTorrent program to download files.

He told the detective that he was "bored" and "curious," but not a "pervert."

Coyle was convicted in 2002 of exposing a child to harmful materials.

He was sentenced to three years of probation on that charge.
