I have to ask...why isn't anyone contacting the architect and building contractor. A building that is only 19 years old is not structurally sound? Hmmmm. At a minimum, a buildings useful life should be 20- years - more realistically 25 to 30 years. Unless the parties agreed to value engineer (cheap out) the original design, I would think that the designer of the addition has some legal obligations here to warrant a facility for atleast 20 years. If this thing has been flaking for more than the past year ( which I suspect is the case), sue the architect for negligence.
