The necessity of this borrowing shows a lack of fiscal

restraint and leadership. On the borrowing list include such items as $4,000 for a laptop and other low cost items. This group is kicking the can down the road for the next group to address. Many of these items were brought up at budget time, rejected with a wink wink and surprisingly show up in a borrowing, so the union beast can continue to be fed. The Mayor and Mr. Hartz campaigned as fiscal conservatives, this action shows how quickly they have been beaten down by the beast. What projects and equipment must be bought this year, and even next year for that matter??? I am sure some of the roadwork etc. is justified, cause lord knows aside from our bi-annual 2 inch skim coat downtown using tif funds, not much else has been dealt with. Can we not wait until this present debt is paid off in 2015 to buy a new ladder truck and new street dept. trucks? I have not heard of a condition report being done by an outside third party that has stated the sense of urgency that these vehicles be replaced right now. I would think leadership would wish to verify before we buy all these trucks for well over $1,000,000 the necessity to replace them. I think they use engineers and other experts for expenditures that amount to much less, wonder why that is not noe the case. Why must we use tif to but the parking system, how bout using the parking revenue instead? We need tax relief in these economic times, not borrowing that will cost us $1,000,000 in interest for expenditures that are not all truly necessities. Our community does not have a revenue problem, we have a spending problem, a council beholden to the unions, full of liberal idealogy.
