Isn't the Fund Balanced Invested?

Seems to me, Isn't that 'Fund balanced" $ invested into Bonds?
Mine made over 9.4% in 2010 and looks like about 8-9% again this yr!
And how about Into Wi. Utility Co> WEC? +16% this yr and 3.5% Yld!
College Endowments have done even better and Not Taxable either..!
And where is the Teachers Pension $ being Invested in? I'd be looking at putting some of that $ into what they are Investing their Retirement Saving into as well.
And Not To Rain on Teachers getting over paid ! I wouldn't do that job for Twice the $!
I wouldn't have the patience and have to treat those kids like My parents did with us kids..My Dad's Belt when we got out of line! LOL Do they at least Put A Bad kid in the Corner of the room anymore?
