Brandon L. Feltner, 410 N. Terrace St., No. 6, faces felony charges of first-degree reckless endangerment and possession of a firearm by a felon. He also faces misdemeanor charges of criminal damage to property and disorderly conduct, both as domestic abuse incidents.
All four charges have been elevated to a repeater status because Feltner was convicted in 2009 of felony child abuse causing great bodily harm.
If convicted of all the charges, Feltner faces up to 36 1/2 years imprisonment and $61,000 in fines.
According to the criminal complaint:
On June 18, police interviewed Feltner's neighbor woman who said he had been at her apartment on June 17 for a drink. During the visit, Feltner reportedly became belligerent and kept putting his hands on Fred Koester, a neighbor.
During this incident, Feltner pulled a gun from his pants and waived it around the room. A 12-year-old was in the residence at this time.
Koester told police that Feltner pointed the firearm at his abdomen and pulled the trigger, but the weapon didn't fire.
Instead, the magazine dropped to the floor and the firearm was retrieved by another person. Police were able to locate the magazine in the neighbor's apartment and also recovered a .22-caliber pistol.
Police first became involved when they were dispatched on June 17, at 11:48 p.m., to the apartment of Feltner's on-again, off-again girlfriend.
The woman reported that Feltner was intoxicated and upset over an incident that had occurred earlier.
At the apartment, Feltner allegedly called the woman names, punched holes in the wall, threw objects around the room and broke a screen door.
