Before the end of this summer, the city will post signs reminding residents and visitors that swimming is allowed only in the marked beach area and that piers cannot be blocked or obstructed.

Getting boots on the ground to enforce it will take longer.

At the council's piers, harbors and lakefront committee on July 25, committee members heard complaints from Lake Geneva residents Casey Schiche and Don Heise that people are swimming around the piers on the west end of Library Park.

He said on one morning, he counted between 15 and 20 people lounging around the restroom area, cooking on grills illegally set up in the park, and running into and out of the water.

And they had their dogs with them. Certainly, the hot weather has had something to do with that, Schiche said.

But people and dogs in the water pose a safety hazard and potential liability to those who are trying to get their boats out of their leased slips.

He said kayaks are also being laid down across the piers, blocking access to slips.

Heise said the weekend is busy with boats, kayaks and jet skis contending with people who park themselves at the end of the pier and run into and out of the water.

Meanwhile, city ordinances also require that dogs in the park be on a leash 5 feet long or shorter.

That pretty much precludes Fido from leaping or running into the water in pursuit of a ball or stick.

City Administrator Dennis Jordan said the ordinances have been posted in the past, but the signs tend to "disappear" during the course of the summer.

Unless the ordinances are posted, the police can't enforce them.

The committee members agreed that the signs need to be reposted and this time in a way that makes it more difficult for them to disappear.

Police Chief Michael Rasmussen said he doesn't have the manpower to consistently patrol the west end of the park.

Mayor Jim Connors said Rasmussen's budget was cut earlier this year.

"We cut the chief's budget for reserve officers, so grills and dogs are a lot priority," Connnors said.

The city council cut the police department's budget for reserve officers last year, Rasmussen said. The opportunity to restore that cut won't come until the next budget in October.

After the meeting, Rasmussen said business owners in the downtown asked the council to cut back on the police presence along the beach. They feared the additional tickets and enforcement chased people away from their stores and businesses, he said.

In other business:

The committee will separate kayaks and paddleboards from dinghies.

Right now, an open area just west of the Lake Geneva beach is designated for the dingies, which are used by boat owners to reach their out to their boats, usually moored to one of the buoys.

But that area is being overrun by kayaks.

The kayaks and paddle boards will be moved to Baker Park, a strip of land just south of the city boat launch on Center Street.

    I will never pay to swim in our lake. Telling us that we can only swim in the designated area is not going to work. It's our lake too. I hope those that were so invasive of your precious pier enjoyed cooling off in this beautiful lake during the intolerable heat.

    Have to laugh at poster Michelle and her comment about not paying to swim in the lake. Controlled access to the lake is what keeps it a safe place to swim and know that people like her are the ones that will be first in line to sue when they get injured or worse for their unauthorized swimming....with lawyers claiming it was not properly marked as a "no swimming" area and therefore looking to win the lawsuit lottery! Spend a few bucks and buy a pass to the lake....and spare us your whining.

    the west end is a perfect place for a family to gain access to the lake via kayak, paddle board, or dingy. it is extremely safe especially compared to launching a kayak or paddleboard next to the public launch with all the power boats and traffic zooming by. It is also a great place for a kid or dog to wade in the water without being in danger in any such way. if you want to restrict swimming off the piers themselves then I can understand that. my family and I launch or paddleboards there 5-6 times per week and have never interfered with any slip owners nor have we been in a dangerous situation like the slip owners are dishonestly reporting. People are disgusting to me and it is very sad that slip owners there would cause problems like this.

    Bay Weekender,

    You surely must be one of those wealthy weekenders who is driving such a ludicrous "issue" for our middle class locals who want to respectfully use our beautiful lake.

    This is not an issue driven by lawsuits. It's driven by complaints from whiny boat owners who are bothered by others that are using the lake and slowing them down as they race to drink at their piers. Or maybe it's the fact that they have to pay 5 grand for a slip and another 40 grand on average for their boat why others enjoy the lake without spending a small fortune. This issue makes me want to puke. City of LG govt, please do what's right and allow all, not just the wealthy weekenders, the ability to enjoy our lake!

    I encourage all of you that are concerned with losing the ability to launch a kayak, paddleboard, wade in the shallow water with your dog at the west end wooden platforms or even picnic in the grassy area there to contact the mayor and other elected officials either by phone or email which are all listed on the city of lake geneva web site. thank you.

    Rules are not made to be broken when it comes to access to the lake. Residents and visitors alike have many affordable options to access the lake for swimming at the LG beach as well swimming and launching at the state park. And yes I have lake access from my weekend home but note that I also pay taxes (dearly I may add). It is the job of everyone in the greater lake community to protect the lake as well as enjoy the lake. In the Bay residents pay only $2 each for beach access for the entire season.....certainly an affordable luxury for everyone!

    Use of West End...

    This topic of kayaks, paddleboards, dogs or swimmers on the west end of the park has nothing to do with safety and everything to do with bouy/slip owners (and just a few arrogant ones, not most of them) who think they own that part of the park now. If safety is a problem, why would one of the boat owners drive in to shore to hit me and my dogs? That wasn't safe at all...and I can promise you...he's one of the few whose talking about safety??!!!

    I'll be on the phone and emailing everyone at City Hall...along with everyone else I know.

    OMG this city makes me sick. Worry about the BIG things wrong with LG, like the illegal hot dog stand. Enforce the darn crosswalks that drivers disregard, now that is something you need to worry about. That is an accident for sure just waiting to happen.

    Shame on the city fathers for supporting bullies over women who use the west end pier to train for events such as the one held today, Swim4Freedom, supporting Special Ops Troops. We trained for this event by entering at the west end, library park, with Ms. Beverly Leonard, whose time and talent benefits your community every day. Dogs and people alike should be allowed to recreate in peace. Shame on bullies like these two men who approach kayak users with aggressive tactics and ignorance. This is a lake for all to share. If Lake Geneva can't promote equality of opportunity then come to Fontana where people are friendly and considerate and community is the name of the game.

    Rules. We don't need no stinkin rules. We are the people and we do what we want. Try and stop us. We know the cops aren't going to waste time enforcing your rules. Keep trying to stop us. We invite everyone from all communties to enjoy the wesxt end pier. Great to see we have a Councilperson on our side. She don't need no stinkin rules either.

    There seems to be an issue with 2 buoy owners that's it. They are physically and verbally abusive to dog owners, kayakers and swimmers. They don't own the lake, nor does the city have jurisdiction in the water unless the DNR deeded their rights to the city of lake geneva. I am ashamed at the City after being away from here for 12 years. This was alwyas a family, pet friendly and fitness oriented towm. Now it's just 2 people that have nothing better to do than complain. The west end of library park has always been a gathering spot for dog owners and dog lovers. Being verbally abusive is not very mature. What about a polite excuse me? Too many hot heads and idiots in this town. Relax, enjoy your day on the water and don't sweat the small stuff

    People who have their boats on the cement pay the city $100 or $125 a year to use the area. There must be at least 50 to 60 boats on the cement. Nothing wrong with the dogs using it. How much does the city charge for dogs to used it?

    But Why don't I see Boat Registration #'s and Wi. Stickers On them?

    If they Are a WaterCraft, aren't they required to have them.? Same for those Surf Boards?

    And They are so small? Pretty dangerous going ouside the Bouys isn't it? I see them doing that all the time..

    Just asking for trouble Me thinks..

    Like walkers and Bike Riders.. You can be Legally Right, but still get Injured or Dead None the less..

    And went to Sit down on the Park Grass under a Tree the other day? Dog Pooh and Smell of Urine... Real Nice..

    And Lots of Dog running Loose? Someone is going to get Bit and maybe even some Littke Kids as well..

    It only takes a Few Care-less to ruin it for everyone else..

    Be Carefull out there...

    and of course, lets cut our Bugeting for our Safety and Protection by cutting our Police Dept Budget..

    remember> They are Mostly Needed for Tourist & Visitors from the Big Cities and not so much for our Residents..that may not have the same Respect for our community as you do.

    Good Luck City Council ! I don't envy you..
