BREAKING - Hummel Master Plan vote on agenda for Tuesday

It appears as though a second vote on the Geneva Ridge Joint Venture Master Plan amendment likely will occur on Tuesday, Aug. 30 at 5 p.m.

Tonight (Monday, Aug. 29) aldermen moved through a first reading of the amendment, which changes the ex-urban growth overlay back to a planned neighborhood map on the controversial 710 acres of land located on the south side of the city. The change seems to be the necessary first step in a long process to rezone and develop the property as the ex-urban designation meant development was not likely for the next 20 years.

A number of people spoke Monday, Aug. 29, during a special meeting following last week's realization the 5-3 approval of the change was invalid because of a procedural mistake. (See story on this site about vote being null and void).

On Monday, those who spoke were all in opposition of the Master Plan change for Geneva Ridge, who also is in settlement talks with the city regarding its $124 million lawsuit against Lake Geneva for its failed development efforts.

Several of those who spoke questioned the aldermen's intentions for their "yes" vote last week, stating the only answer is that the plan change is part of a settlement agreement. Those who spoke also asked aldermen for reasons why they vote yes and also criticized the aldermen who voted yes.

After about 45 minutes of public comment, in which each person was allowed up to five minutes, City Clerk Jeremy Reale read the ordinance.

Then, Aldermen Terry O'Neill and Arleen Krohn wanted to table the decision. That effort failed on a 6-2 vote.

The aldermen agreed 6-2 to adjourn the meeting. The agenda was for the first reading and a suspension of the rules would have been necessary to move on to the second reading and approval. A suspension of the rules is the procedural error the city made last week.

An agenda for Tuesday's special meeting was dated Friday, at 4:45 p.m. and it was updated on the city's website Monday morning. The meeting is set for 5 p.m. and includes an item for public comments and the fifth item states, "second reading and approval of ordinance 11-23, amending the city of Lake Geneva Comprehensive Plan."
