Walworth man faces sexual assault charges
Blagg awaiting sentencing on federal charge of distributing child pornography

ELKHORN — A 30-year-old Walworth man, who pleaded guilty in federal court to distributing child pornography, faces three felony charges for allegedly sexually assaulting a child.

Robert W. Blagg Jr., who has a Howard Street address listed in court documents, faces two counts of first-degree sexual assault in Walworth County. In Racine County, Blagg faces a felony charge of repeated sexual assault of the same child. All three counts carry a maximum penalty of 60 years imprisonment.

On Feb. 23 FBI agents and the Walworth Police Department raided a home Blagg was living in on Howard Street in the village of Walworth.

The search warrant was obtained after an FBI special agent, who was acting in an undercover capacity, went on to a peer-to-peer file sharing program and downloaded 36 files from a user with the name “boytoy1.” A peer-to-peer file sharing program allows users to download and share images, music and movies with one another.

The FBI agent was able to track boytoy1’s IP address and link it to the home on Howard Street, according to federal court documents.

Blagg is awaiting sentencing in federal court. When he is sentenced he faces not less than five years imprisonment and not more than 20 years.

There is also a required supervised release period with a minimum of five years and a maximum of life. He also will be required to register as a sex offender.

According to federal court documents:

Blagg told FBI agents that he first began downloading child pornography about two years ago out of “curiosity,” but his downloading “got out of control.”

On a peer-to-peer file sharining network Blagg told FBI agents he traded child pornography with about 60 “friends” that he met on the file sharing site.

Blagg estimated to FBI agents that he retained more than 10 but fewer than 50 videos of child pornography.

When FBI agents searched Blagg’s computer, they discovered about 20 images of child pornography in a user-created file.

In the sentencing guidelines set forth in Blagg’s plea agreement, it states that the sentencing judge should consider that Blagg had at least 150 images on his computer. It also states the images depict children who are under 12.

According to the criminal complaint filed in Walworth County:

Blagg Jr., described to a Walworth Police officer an assault that he committed against a 5-year-old girl in the village. He admitted to police that he found committing the assault enjoyable.

He told police the assault mimicked child pornography that he viewed on his computer.
