Fontana’s interim solution

FONTANA — The village of Fontana has a month to find a new village administrator.
Current Administrator Kelly Hayden resigned in October, and her last day in the office is Dec. 7.
On Oct. 28, the board requested Village Attorney Dale Thorpe create a contract for an interim administrator position. The interim position will likely be filled by Joe Salitros, city administrator in Delavan from 2006 to 2011.
Trustee George Spadoni suggested at the board meeting Salitros fill Hayden’s position while the village can find a permanent replacement.
Spadoni said in an interview Oct. 30 that Salitros was well qualified to serve as administrator.
“He’s going to help us out,” Spadoni said. “Nobody on the board except Pete (Arvid Petersen) and I looked for interim candidates. We found one, we met with (Salitros) and we brought it up to the board meeting (Oct. 28).”
Spadoni said the village administration has “a ton of stuff” to do from now until mid-January, and they need someone in charge of it at village hall.
“The budget, the audit, tax reports, end of year payroll all has to be done,” he said. “Everything from A to Z. Salitros said he’d love to help us out.”
Spadoni said he isn’t sure how long the village will employ Salitros, if the contract is approved.
“We don’t know how this is going to play out,” he said.

Salitros in Delavan
John K. Finley, a former Delavan alderman, who worked with Salitros for four years, has a cautionary tale.
“Joe is a very capable guy, but there are developers with questionable intentions,” Finley said. “Sometimes the dream (of a project) doesn’t turn out like it starts. Sometimes it morphs into a nightmare. Fighting this defined my life for the past decade.”
Finley said he fought against many of the changes Salitros made in Delavan, and he was known for consistently opposing Salitros.
