Since the city already owns the land, I would imagine that the costs would primarily be the fencing and mowing. I don't know of any dog parks that have on site supervision, *most* dog owners realize that having a dog park is a much enjoyed luxury and are responsible so they don't ruin it. The reason that the tax payers would be paying for the baggies is so that there is little excuse for not picking up. Often people will forget little things like baggies and water bowls when going to the dog park. Providing these costs little but help people (and dogs) enjoy the park. As far as what happens if Hillmoor reopens.....last year they had to bail the grass. The greens are in such disarray that it would cost millions to fix. I don't see anyone reopening it as a golf course. I think this is a great idea and I would be visiting there often (and local businesses while I'm out).
