How about a machine that prints out a ticket? You put that on your dash, and when you're done, you feed said ticket to the machine, which would then charge you only for the time used... no shady over-charging for unused time. Sounds like the sellers of this system told the city officials just what they wanted to hear, and they swallowed the hook. How about making real investments in Lake Geneva's future? Fix roads, replace corroding signs, fix sidewalks, plant trees/flowers, staff the fire department full-time, add more police, fix up Big Foot beach... there are lots of other things that could be done to make a more positive impact on the city.
