You are correct, it is an oxy-acetylene torch. But you are wrong in stating you need a welding mask to operate it. Even with a cutting tip on it, you don't need welding goggles/mask. Welding is when you need to be concerned about using darkened protection. Now if he was running an arc welder or a MIG/TIG welder with no protection, then you can scream bloody murder. Watching a torch like this burn is less bright than a typical campfire.
