I still don't understand why is the Fed and the state Funding private Housing for a Private Housing Community?

Doesn't this Lay the way for Every Subdivison to Have it's Own Shelter?

Are these Mobile Home -Trailers also Fully Anchored down and as best Built to Withstand High Winds and Storms that a Normal Built Home with a Foundation can withstand? And if not? Is this Not just further Supporting them to Not just remain in the community, but Add More inappropiately Built Housing for the area?

I used to live in a 12x 55 trailer Yrs ago and Was so happy to get out of it..
